Can the Court Tell the Police When to Ignore Their Best Judgment?

Can a judge tell the police what to do? Can it tell the police, ahead of time, to ignore their best judgment?The ACLU filed a class action against the Phoenix Police Department for use of excessive force at the Trump rally back in August 2017. Recently it filed a Motion for a TRO to stop the police from using excessive force (which police shouldn’t use anyway because it is, by definition, excessive) and to give warnings BEFORE it tries to disperse the protestors. Can a court stop the police from using their best judgment? I break it down on my #LegallySpeaking Blog on KTAR News 923.
